PDFs are written in PostScript, and PostScript is written by Adobe. Those PDFs are really no more or less editable that any other PDF.If you are talking about a fillable form with text fields, buttons, drop-downs, etc., you'll need Acrobat Pro. InDesign is able to create forms as well, but there are fewer options, but management of the layout is more precise. I create basic forms in InDesign and then use Acrobat Pro to save the PDF as a Reader Extended PDF. (FileSave As OtherReader Extended PDFEnable More Tools) This is the option that allows the user to freely edit form fields and save the PDF using only the free Adobe Reader. If the PDF is not saved with this option, the Adobe Reader will only be able to fill in and print, but not save the form. Or that may just be in older versions it was restricted like that, doesn't seem to be like that now.If you need to actually edit a PDFs content, layout, etc., that's an entirely separate adventure.
